I had a look, but it's still not clear to me. To put it clear, would someone
be allowed to develop and distribute in source form an octave interface to
the NI TDMS DLL's, which are proprietary software?
That depends on the nature of integration. If the Octave interface
makes a system() call to run an external binary, I think that is
within the letter (if not spirit) of the GPL. As John said, our
understanding is that linking to non-free code violates GPL, even
performed by the end-user.
