It works for you? This is what I see with the latest sources:
octave:1> int32(1) & int8(2)
error: binary operator `&' not implemented for `int32 scalar' by `int8
scalar' operations
octave:1> int32(1) | int8(2)
error: binary operator `|' not implemented for `int32 scalar' by `int8
scalar' operations
