To help isolate the problem, I've attached a zipped gnuplot script.

After unzipping it, if you type ...

    gnuplot -persist debug.gp

Do you get circles or ellipses?

"Circles" -> the problem is with Octave.

"Ellipses" -> the problem is with Gnuplot.
