periodogram - extended functionality

The current version of periodogram supports only one argument.
The attached version extends the functionally for the sake of 
compatibility with the the other brand.

According to my tests, the whole functionality is supported; however I'd 
appreciate of someone else could test it too.

Furthermore, the documentation is extended, but it might not be 
according to the Octave style. I'd appreciate if someone else would fix 
this.
