The old datestr.m from Octave 3.0.2 or 3.03 does:
octave-3.2.4.exe:10> tmp = datenum (1853, 9, 15)
tmp = 677053
octave-3.2.4.exe:11> datestr (tmp)
ans = 15-Sep-1853
octave-3.2.4.exe:12> tmp = datenum (1901, 9, 15)
tmp = 694584
octave-3.2.4.exe:13> datestr (tmp)
ans = 15-Sep-1901

(This old version probably has other bugs -DST issues? don't know- but its
ability to correctly show dates from (long) before 1970 is vital for me)
