Two things I thought of to add to the announcement:

  * Mention that the sources are now only available from ftp.gnu.org
    and its mirrors, not ftp.octave.org as in the past (I want to
    retire the machine that hosts ftp.octave.org).  Maybe we can
    eventually have ftp.octave.org redirect to ftp.gnu.org, or just
    not worry about using ftp as a way to distribute Octave.

  * Explain that the savannah bug tracker is now the preferred place to
    report bugs and that the mailing list for reporting bugs is no
    longer active.
