Mostly Windows platforms. In general building the documentation has proven
troublesome for many. See this thread as just one example
(http://octave.1599824.n4.nabble.com/Re-texinfo-td3233541.html).
In addition, the documentation is for all Octave functions, including ones
in optional libraries which a user may not have installed (for example
UMFPACK and Qhull). These optional libraries shouldn't be a requirement
for someone who just wants to build the Octave interpreter and so we
provide a complete copy of the documentation.
