Using "hg log --only-branch stable | less" I see ...

The last 4 changesets each mention perl, but all are dated earlier than 
3.6.4-rc0.  Meanwhile my copy of 3.6.4-rc0 does *not* contain munge-texi.pl (so 
the transplant must have occurred after Oct 17th).  My copy of 3.6.4-rc1 has 
munge-text-pl dated on Dec 19th.  I don't know if that date has any meaning, 
but it does look as if something strange has happened.
