The common.mk file says that "octetcdir" is for "Where to install and
expect extra files like NEWS and doc-cache.", not so much
configuration files.

Then there's also "datadir" which says "Where to install
architecture-independent data files. ${fcnfiledir} and
${localfcnfiledir} are subdirectories of this."
