there is a free implementation of the cuda driver.
Please have look at this

They have implemented all the cuda driver api, so it is possible to do something similar to Pycuda

So it looks like someone finally, very recently, has implemented
OpenCL freely and it actually works:

This could be interesting. Perhaps we can finally get a working GPU
implementation for Octave?
