Michael, Unloading the "tsa" package fixed the problem so I can use the MinGW build now, no need for a new Visual studio build

Which previous email? We would like mingw to be the preferred
compiler, since it's the one that MXE is using. What is the problem
you're experiencing? Did you file a bug report for it?
