I wish that would be the case but agora is still work in progress, 
until it is done, we are using the bug patch tracker on savannah for the moment:

but for GSoC students who will probably have to post updates quite often
using the subversion (Octave-Forge) or mercurial (Octave) repositories seems 
more appropriate.
