trouble installing pkgs

I pulled today and compiled ok then ran octave  with  ./run-octave

it ran ok  but complained about some pkgs

so I uninstalled all the pkgs and tried to install them again and got these errors:

>> pkg install -forge  signal general control specfun

make: /usr/local/bin/mkoctfile-3.7.5: Command not found

make: /usr/local/bin/mkoctfile-3.7.5: Command not found

make: /usr/local/bin/mkoctfile-3.7.5: Command not found

make: /usr/local/bin/mkoctfile-3.7.5: Command not found

/bin/sh: 1: /usr/local/bin/mkoctfile-3.7.5: not found

make: *** [slicotlibrary.a] Error 127

Is this because I didn't install octave??
