Maybe I am missing something or the information it is not available on
this mailing list, but for me right now on Arch Linux if I try to pkg
build msh 1.0.7 without dolfin, I get:

configure: WARNING: dolfin required to install Msh Package
[...]
checking for dolfin.h... no
configure: creating ./config.status
config.status: creating Makefile
mshm_refine.cc:21:20: fatal error: dolfin.h: No such file or directory
 #include <dolfin.h>
                     ^
                     compilation terminated.
