I don't do native MinGW compilation at the moment. Would you mind investigating in the Makefile's what's going on? It seems a file is not automatically generated (LibraryDependencies.inc). Alternatively, you might want to try to use cmake instead?

After playing around a little, I found that If I set  my mingw path to include my windows Python folder, then llvm 3.1 compiles as currently is, so python is now a requirement for the build.

There doesn’t seem to be a msys python though

Would it be ok to add "python" to REQUIREMENTS variable if JIT is enabled? It seems you can't get around having python to compile LLVM, and compiling python manually seems overkill.
