I don't do native MinGW compilation at the moment. Would you mind investigating in the Makefile's what's going on? It seems a file is not automatically generated (LibraryDependencies.inc). Alternatively, you might want to try to use cmake instead?

Do you have python installed on your devel machine?

After playing around a little, I found that If I set my mingw path to include my windows Python folder, then llvm 3.1 compiles as currently is, so python is now a requirement for the build.
There doesn’t seem to be a msys python though
