new package dev-utils for octave developers

Hi everyone

I just had the idea of creating a package aimed at developers. We have
some scripts in the admin section that can be useful for package
developers. I thought to turn them into a package named dev-utils. I'm
thinking of stuff such as functions to create the tarball, or run all
the tests, etc.

What do you guys think? And do you have any of you own scripts to add
to the package? This will be aimed at developers, so they can be
written in other languages. There won't be the problem of avoiding
other languages because users may not have it on their system. At
least my contributions will be octave functions calling perl scripts.
