[FORGE admin] relesePKG

Hi all,

I have updated releasePKG to work with the new mercurial repositories.
The function is still inside the old svn repository in the admin
folder. Just move there, and from octave run

releasePKG (<package_name>,"outpath",<output_path>,"repopath",
<path_one_level_above_working_copy>)

This will release your package and ask you if you want to compile the
documentation. Use it and improve it at will.

@Carnë: what about doing a hg repo for forge_admin_tools (or something
like that)? There are several useful scripts in that folder including
the licence perl script.
