My suggestion at this point would be to familiarize yourself with Octave, dig into some aspect of it that interests you, and post some bug fixes and patches once you're ready to contribute. From last October till this year early, I was finishing up on a totally different experiment, did not have time to think about GSoC.

Lately I have been studying the Octave architecture and read its source code, also I started to pick up the work I left behind quite a while ago, image processing/analysis; I have to finish two manuscripts by the end of this year, in which projects I will use Octave image package heavily. So I think doing something related what I actually need and I know about can be of the best interest. So I decided to take the suggested GSoC project -- Image IO on the wiki list http://wiki.octave.org/Summer_of_Code_Project_Ideas

Btw, I just submitted the application to GSoC 2015, targeting to "image IO", also finished the public form on Octave Wiki. Next, I will warm up myself by trying to improving some existing functions, like imtranslate, imadjust.
