If not only the install prefix,
but also the toolchain (gcc, binutils)
are in a non-standard location,
then there might be issue with "sudo make install":

By the way, octave-4.2.0-rc2 builds fine with the gcc-6.2.0/binutils2.27
toolchain on x86_64:
