Hi

the following patch will check at the end of installing a package if it has a
NEWS file and if so, will mention it, showing the command to read the file
using the new option for the news function.

With the option to use -forge to install packages, most users will be even
less aware of the package NEWS, ChangeLog or doc/ if it exists.
