Follow-up Comment #3, patch #7722 (project octave):

As far as my testing and additional the testing (by Mark Messer)discussed in
#35187 above the above With recent Octave-3.6.1_mingw-4.6.2 which + msys
makeinfo 4.13 I am not facing this problem.

Since makeinfo.exe is not a standalone application and it depends on some dlls
(at least msys makeinfo and another port which I have tested) I prefer to stay
with msys makeinfo (already bundled with the installation) instead of
complicating octave installation tree with additional binary subdir which will
preceed msys/bin in the search  path.
