Details:

The manual currently states that contributions should be emailed to the octave
maintainers list.  However, sending a patch to the octave maintainers list is
a chancy thing at best with the results ranging from being ignored to getting
a nastygram for emailing patches to the list.

The attached mercurial changeset updates the documentation to reflect what I
*think* is the correct procedure.
