Details:
Looking for feedback on the organization of this changeset. It works
functionally, just not sure if there's a better way to handle this or where
else this could be defined. I'm not attached to the name "isguirunning"
either.
This allows testing of the Octave GUI mode from the scripting language, could
be useful either in Octave internal scripts or for use in ~/.octaverc.
