Follow-up Comment #1, patch #8243 (project octave):

This change looks fine to me and should also be made for MinGW.  So instead of
_MSC_VER, you can use #if defined (__WIN32__) && ! defined (__CYGWIN__).

Let me know if you'd like for me to apply the patch if you don't have time to
do it.
