Follow-up Comment #10, patch #8231 (project octave):

The .qm files are derived files from the .ts files.  You might try deleting
pt_BR.qm and running make to re-generate it.  If that works then I would file
a bug report about the lack of a Makefile dependency for the .qm files on the
.ts files.
