[Octave-patch-tracker] [patch #8541] isdiag, istriu, istril, isbanded, and bandwidth functions

Follow-up Comment #1, patch #8541 (project octave):

As mentioned on the mailing list, it seems that these functions are already
implemented in the lastest development version, see bugs #42688 and #42703, or
the current implementations:

However, after a very quick comparison it seem that these new implementation
are slightly faster, but failed some of the tests. It may be worthy for
someone to follow on this and try to mix the two.
