Follow-up Comment #54, patch #9440 (project octave):

Both ARM builds didn't get very far, 32-bit failed on GCC and 64-bit failed on
OpenBLAS.

I would be interested in looking into it if there was a failure in the Octave
build itself, but if it's too hard to get the prerequisites working, it's up
to you. Most of these things are built successfully in distros, so I don't see
any theoretical problems, just effort.

For OpenBLAS, the make args have to be conditional, DYNAMIC_ARCH=1 for x86,
TARGET=ARMV6 or TARGET=ARMV7 or TARGET=ARMV8 for the ARM platforms.

For GCC, the option '-with-float=hard' needs to be added for 32-bit ARM only.
