Follow-up Comment #1:
Currently the nnet package is unmaintained [1]. Therefore I see little hope
in getting your code easily published, as no one has declared her or his
interest [2].
Maybe you are willing to maintain the nnet package? The maintenance burden is
not overwhelming and you can start the nnet package from scratch with your
code. Then users obtain your code easily from Octave with
pkg install -forge nnet
