Follow-up Comment #1:

I have pushed your patch and made some more changes.  They are all listed on
the commit message http://hg.code.sf.net/p/octave/image/rev/d2145f41596c

The main ones are:

1) don't check if m exists. Just check nargin and set it as default if
missing

2) add a check for M being larger than the number of bits on each column. 
This is Matlab incompatible but in my opinion a bug in Matlab. I got it tested
and seems that Matlab results are not reproducible. I guess that Matlab must
be unpacking whatever's in memory after the packed image.
