Details:

The RESTful web services were implemented as part of GSoC 2018 by Sahil Yadav.

To make this happen, I plan to split the work by Sahil into two patches
(following soon):

- gsoc-2018-RESTful-part.patch (Just contains the three mentioned RESTful web
services + necessary C++ code).

- gsoc-2018-wiki-part.patch (Contains the upload to wiki part).

This is because I think the wiki feature is better suited for an Octave forge
project, as it is no direct Matlab feature and might not be useful, until
Octave has a solid infrastructure for dealing with the Octave-wiki.
