I added indents for the first two arguments, changed CRLF eOLs into just LF
(also for patch #10019 BTW) and pushed the function + amended NEWS & Index.in
under just your name here:

It'll be part of the next statistics package release just like slicesample.m).
I have no idea hen that will happen, I'm not the maintainer, but given that
quite a few new functions have been added and improvements have been made I
have good hope that it won't be long.
