Follow-up Comment #17, patch #8801 (project octave):
ok, a simple 'mkoctfile histcountsbin.cc' was all that was needed to compile
the garveymn version. the two quick tests below match matlab output.
unless you think histcounts is going to get used so often it warrants
compiling, I still like the idea of having a function like this in a more
accessible m file. I'll look at the algorithms and see if it's obvious where
the issues are. Also, the docstring and BISTs could use some rework.
