[Octave-patch-tracker] [patch #10103] Add weighted standard deviation feature to 'std'

Follow-up Comment #15, patch #10103 (project octave):

Ok.  was fairly straightforward as I mentioned below. I added it and a bunch
of empty array tests. they pass all tests. attached is a single patch and the
modified files. that incorporate the changes to std and var.
