These functions would fit in the Statistics package thematically. However,
since you are actively developing them as a suite, have you thought of
offering them as your own package? Making an Octave package is not very
complicated:

Then, any Octave user can download and install your latest version with
something like `pkg install url/to/package.tar.gz`
