Follow-up Comment #6, patch #8630 (project octave):
Likely because requests were made to improve the previously submitted version,
those changes were never made, and it sat dormant because volunteers have
other priorities.
Are you able to help improve the supplied function so that it can be
considered for a future version of the package?
