[Octave-patch-tracker] [patch #8801] add support for the histogram and histcounts functions

Follow-up Comment #21, patch #8801 (group octave):

matlab has added a bit to the function, and there are a few inconsistencies in
Lar's function.  I have a cleaned up version that added a bunch of tests. the
auto binning method is still not compatible (he just had it use binmethod=fd)
so need to make a bunch of those xtests for now.  could probably upload a
revised version this weekend for consideration.
