[Otpasswd-talk] Tests with beta

you can download package with pretty fresh otpasswd. This is beta
before 0.5. No new functionality (I hope) but I'd fix as much errors as
can be found during tests (and there are some with handling permissions
of state still) and then publis this as 0.5.
