What gives is that we didn't add that charset to the menu. I've added
this in CVS for 0.12.1. 

Two questions for you:
1. In your opinion, do we need to make this the default for a
   certain locale? If so, which one? Do an 'echo $LC_CTYPE' to find out.
2. Could you send me a sample message to test? Send it off-list 
   if you prefer.
