[Pan-users] Article scrollbar jumping

When I scroll down in Pan 0.12.0 (article window) and then release the
mouse, the scrollbar (and thus the list) likes to jump back up to the top
of the list.

It has something to do with moving the mouse over the scrollbar without
pressing any mouse buttons.  Doing that seems to invoke that behavior.

What's up with that?  Bug in the scrollbar button-up callback code?
