I punted this bug to 0.13.1 in the hopes of getting 0.13.0 ready
in time to ship with the next version of Red Hat and Mandrake.

<rant>
RH won't be shipping 0.13.0 anyway, despite the weekly bugfix
betas, because I missed an unadvertised (Null) deadline by a
couple of days while waiting on translations, because RH wouldn't
accept 0.12.0 because of out-of-date Japanese translations.
By contrast, Mandrake's already shipping with 0.13.0.
