I hope that's meant to include w98 or at least w98se?
I've installed Pan successfully on my w98se - my only issue was that I
had gtk1.2 - is it meant to complain if you don't have gtk2? - it
didn't in this case, I then spotted this, installed gtk2 and it would
only run if I moved the pan.exe into the gtk dll directory.
I then uninstalled and re-installed pan and it runs correctly in the
default location!
