Others have answered better than  I can, I think.

The convenience of whatever's chosen (scoring/kill files or filters) is also
an issue - Xnews again shows a good way here; the dialog is easily
accessible, it's easy to chose if it's a universal rule or newsgroup
specific etc. It also allows rules to expire and so on. I'd recommend it as
a model to follow.
