Ok, I noticed a log error about scorefile and deleted the file (manually). Now new rules work. Log message wasn't too helpful. it just said there was an error. Goodbye all the hard work I could have spent writing score rules!
BTW, it is a little tedious to define "match in groups by regex . (dot)" when I really mean "match in all groups".
