Not directly -- to my knowledge.

What you /can/ do is edit the appropriate newsrc file, either by importing
a compatible newsrc (as newsrc-1 -2 -3, or whatever, in the ~/.pan2 dir
by default) or by creating/editing the newsrc directly (with pan closed,
of course).

I don't know much official about the newsrc file, but after a quick look,
it appears to consist of group names, followed by a colon if they are
subscribed or an exclamation point if not, a space, and what I /assume/
are the corresponding xref message sequence numbers for the read messages
on that group and server.  (These are server and group specific, dash for
ranges, comma without space where there's a gap in the range.) If the group
hasn't actually had anything downloaded, it's only the group name and
either the ! or :, so creating a simple list should be pretty easy, as
long as you know the groups you want and know they are on the server
already (by telnetting in on the news port if nothing else, or just guess
and let pan error out if you get it wrong).
