  [build] stm32: remove support for old paparazzi-arm-multilib toolchain

paparazzi-arm-multilib it is not available for recent distributions anymore and
- doesn't have F4 support
- doesn't work without the sys_plug hack that was removed in #688

Still allowed for LPC21xx for now...
