Also, are the _NOMINAL_, _MIN_ and _MAX_ values important to fine tuning of the aircraft?
The "nominal" value, is mainly the default value for the cruise throttle. It is also used to compute a trim when the throttle is far from its nominal.
The "min" and "max" are of course the maximum value for the cruise throttle, which is different from the final throttle value :
throttle = cruise + pre-command + pid control on vertical speed error
