Je crains que le projet Paparazzi ne sera pas utile pour vous.
C'est autour de 400 € pour un ensemble. Votre anglais est fine, meilleur

Voici les problèmes avec le plan:
- la précision du GPS est de + / - environ 3 mètres, idéalement
- Le plus simple récepteur GPS est d'environ € 40
- Pour envoyer des données vers votre ordinateur est autour d'un autre 60 €
- Paparazzi ne fonctionne pas avec Windows
- Paparazzi est conçu pour les avions; vous devrez modifier le code  
informatique beaucoup de bateaux

Peut-être que vous pourriez commencer avec un tracker GPS, tels que:

Here are the problems with the plan:
- GPS accuracy is +/- about 3 metres ideally
- The simplest GPS reciever is around €40
- To send data to your computer is around another €60
- Paparazzi does not work with Windows
- Paparazzi is designed for aeroplanes; you would have to change the  
computer code very much for boats

Maybe you could start with a GPS tracker, like these:
