Summary: TTS ACL doesn't work
Original Submission: I created a group, TTSGROUP, with an ACL of read tickets
within group only for the TTS. I created a user, TTSUSER, and put him in the
group. When TTSUSER signs on, They see everything and can even update other
tickets.
