I `solved` this thing rather simple, but not fexible.
When you entered your user/pass and pressed [login], the
URL in you addressbar looks propebly like this:
http://localhost/login.php (or whatever servername you are
on).
I added the next line to `header.inc.php` just after the
first 2 define() statements.
$GLOBALS['phpgw_info']['server']['webserver_url']
= 'http://localhost/phpgroupware';
Now, I can login properly.

Semi-wild guess (since you did not specify how PHP is
hosted on the server), but it could be a PHP setting that
disables redirects on CGI-based scripts: cgi.force_redirect
Check you PHP.ini?
