I am not really an experience Kylix-er or Delphi-er, but supposedly, you replace the #include (speking in C) which look like TForms with QForms, or even better make ifdef's for windows and linux. Then you compile.
I saw a demo where a database app was developed in Delphi 5, copied over to a linux box, add ifdefs, s/T/Q/ and press the play button.
Note also that there is a download/free version of Kylix with which you may develop any GPL'ed app. Since I assume a phpgw client could be GPL'ed, then we should all be able to work on it, if people are so inclined. One person who has a copy of Delphi can compile for windows.
